This innovative approach prioritizes high-quality, efficient, and patient-centered care while working to reduce Medicare expenses. By fostering seamless coordination with the Department of Veterans Affairs (VA), Veteran Alliance USA strives to deliver comprehensive healthcare solutions that address the unique needs of veterans, ensuring they receive the support and resources necessary for their well-being.

Meet The Team

Mai Shannon
Founder & CEO
"My commitment is to work towards a timely resolution- minimizing cost and pain for our veterans." Mai is a proven leader with over 25 years of experience developing, managing, and delivering solutions no matter what that industry is that strikes her interest. She possesses a unique blend of entrepreneurial spirit combined with a deep passion for philanthropy in community service. She is one part entrepreneur, one part Executive, two parts geek, and three parts animal lover. She manages and serves on the Board of Directors for Veteran Alliance USA nonprofit 501(c)(3) that works directly with healthcare providers, institutions, organizations, veterans and their family to ensure veterans and/or their family receive the very best healthcare outcome they deserve. She is responsible for development of programs and procedures to accomplish Mission Goals of removing barriers that prevent Veterans from connecting with the most appropriate services and support allowable.

Lance Donkerbook
Vice President
Mr. Donkerbrook has over twenty-five years of healthcare operational, financial and contracting experience within national health insurers, hospital delivery networks, physician practices, healthcare technology companies and most recently, ACOs. Lance has lead many projects related to strategic planning, system selections, M&A, business process reengineering, and contracting associated with delivery systems, health plan operations and IT systems implementations. For the last two years of his nine year tenure, Lance has led as the CEO, of the Commonwealth Primary Care Accountable Care Organization based in Tempe, Arizona. Commonwealth has over one hundred primary care providers, has over 43,000 MSSP lives, as well as over 25,000 lives in Commercial and Medicare Advantage contracts. He has a BS in Economics from Arizona State University and an MBA from Texas Christian University. Lance serves as an advisor for three technology companies, and volunteers on the the Men’s Arts Council with the Phoenix Art Museum and as a Board Member of the Arizona Diabetes Coalition. He also volunteers with the Men’s Arts Council at the Phoenix Art Museum. He serves as an advisor to two healthcare technology startups and a managed care publication based in Arizona. In 2024, he joined Veteran Alliance USA’s mission to expand outreach services to veterans, enhance collaboration with the VA, and advocate for equitable healthcare costs for veterans.

Theresa Scopa
Administrator
Born and raised in Arizona, Theresa started in healthcare at a young age and knew she was passionate about helping others. This became her focus in college and after years of providing direct care to patients she moved into an administrator role where she continued to focus on making sure our patients and Veterans receive the best care possible. Theresa has been involved with Veteran Alliance since the beginning of the development stages to now the successful program that close team members have grown Veteran Alliance outreach and vision for our veterans.

Reginald Overholser
Veteran Services
Reg's journey is quite impressive, spanning both military and civilian aviation careers. His upbringing as an Army brat in Germany instilled a sense of adventure and discipline. Joining the Army to fund his college education shows his determination and practical mindset. Transitioning from infantry soldier to helicopter pilot reflects his adaptability and ambition. Following in his father's footsteps by attending flight school at Ft. Rucker is a touching tribute to his family's legacy of service. His dual roles as a helicopter pilot in the Army Reserves and a fixed-wing flight instructor demonstrates his commitment to honing his skills and gaining experience. The transition to civilian aviation with Air L.A and later United Airlines highlights his professionalism and dedication to his craft. Reg's progression from flying Metroliner turboprops to captaining various Boeing aircraft at United Airlines highlights his expertise and versatility as a pilot. His retirement marks the culmination of a successful and fulfilling career in aviation. Reg not only contributes his expertise in management but also brings a wealth of knowledge about military culture and the needs of veterans. His commitment to providing care and resources demonstrates his compassionate nature

Fran Howze, MSW
Master Social Worker
Fran is a seasoned professional and lifelong learner with a Master of Arts in Administration and a Master of Social Work, along with dual Bachelor's degrees in Political Science and English. With decades of leadership in human services, healthcare, and social work, Fran brings a wealth of knowledge, compassion, and commitment to her work—especially in geriatrics, hospice care, and veteran support. Over the course of her career, Fran has held influential roles that span government agencies, nonprofit organizations, and community-based programs. She served as Director of Operations for the Community Mental Health Authority of Monroe County, Michigan, and as Senior Analyst with Clark County Behavioral Health in Las Vegas, Nevada. Prior to relocating, she was Director of Child Welfare at The Children’s Center of Wayne County, one of Michigan’s largest human services agencies. There, she led a team of 45 staff supporting children and families involved in behavioral health, foster care, adoption, youth transition, and licensing services. Fran also served as Vice President of Programs at Goodwill Industries of Mid-Michigan, where she oversaw services for individuals with intellectual and physical disabilities and successfully led the organization through CARF accreditation. Additionally, she worked as Program Manager for Adult Protective Services at the Michigan Department of Health and Human Services, providing support for vulnerable adults in crisis. With a deep interest in housing equity, Fran previously led Messiah Housing Corporation—a HUD-recognized Community Housing Development Organization—as Executive Director. She managed the full life cycle of affordable housing projects for low-income families, veterans, and individuals with disabilities, utilizing CDBG, HOME, and Low-Income Housing Tax Credits (LIHTC). Fran chose to join the Veteran Alliance USA team because of the organization’s unwavering commitment to transparency, integrity, and quality of care—values that align closely with her own. She was drawn to Veteran Alliance’s mission not only for its unique services for veterans, but also because the organization values its employees with the same level of respect and dedication it shows to the veterans they serve.

Shawn Beal
LBSW, QMHP
Shawn has built his 18 year career around a strong dedication to serving and advocating for the veteran community providing both mental and medical health care. Growing up with deep respect for the sacrifices made by service members, he recognized early on the unique challenges many veterans face when transitioning back to civilian life. His commitment to advocacy stems from a personal belief that veterans deserve unwavering support, resources, and opportunities after giving so much in service to the nation. Shawn chose to work with Veteran Alliance because they provide a powerful platform to amplify veterans’ voices, foster collaboration, and connect them with the care, benefits, and recognition they have earned. Through his work, Shawn continues to champion initiatives that strengthen veteran well-being, empower military families, and build lasting partnerships between organizations and the veteran community. His mission is clear: to ensure that no veteran feels left behind and that their contributions are honored both in and out of uniform.

Ana Rey-Pedrajas, LPN
Clinical Business Development
Ana Rey was born in the Philippines and raised in Laguna Hills, California. She earned an Associate's degree in Nursing from Pacific College in Costa Mesa, California. With 18 years of experience in skilled nursing and acute care across various hospitals, Ana has honed her clinical and leadership skills through diverse roles. As a case manager for five years, Ana strengthened her leadership and delegation abilities. She spent three years as a Minimum Data Set Coordinator, enhancing her analytical expertise, followed by four years as a Health and Wellness Coordinator, where she refined her communication and nursing competencies. Ana also served as a Director of Staff Development and Infection Preventionist for three years, perfecting her skills in staff training and public health. Most recently, she was a Nursing Supervisor for six years, further advancing her leadership and project management capabilities. Ana’s extensive and varied career reflects her adaptability and dedication to professional excellence. Currently residing in Mesa, Arizona, Ana shares her home with her 14-year-old daughter and two beloved dogs, Rosie and Yoshi. In her free time, she enjoys exploring local mountain trails and cooking and baking for family and friends. Ana is deeply passionate about supporting veterans in her community. With an older sister in the Navy and a 21-year-old son serving in the Air Force, her commitment to the military community is deeply personal. She is dedicated to making a meaningful impact in the lives of veterans and their families.

Adam Lehman
Community Liaison
Adam is a compassionate and dedicated Hospice Liaison. Adam has built his career on advocacy for his patients and family. He joins Veteran Alliance USA to further advance his advocacy for veterans. His role extends far beyond coordination; he serves as a true advocate for patients and their families, making sure their voices are heard and their unique needs are met. Adam’s dedication stems from a profound respect for the sacrifices veterans have made. He takes great care to understand each individual’s service history, cultural values, and healthcare goals, ensuring that every plan of care honors both their medical needs and personal wishes. Whether working alongside physicians, VA case managers, or community partners, Adam has a collaborative approach that prioritizes seamless, timely, and compassionate care. His empathy, integrity, and attention to detail, Adam excels at guiding families through some of their most vulnerable moments. He provides clear communication, emotional support, and expert knowledge to help loved ones make informed decisions about hospice and palliative services through the difficult healthcare system. His passion lies in not only improving quality of life for patients but also in easing the emotional burden on families during the final stages of their loved one’s journey. At Veteran Alliance, Adam contributes to a mission-driven team committed to value-based care—delivering services that are efficient, patient-centered, and respectful of the unique challenges facing veterans at the end of life. His work reflects his unwavering belief that every veteran deserves to be honored through compassionate care that upholds their service, sacrifice, and humanity.

Leah Engwall
Community Liaison
With nearly a decade of hospice experience, Leah has dedicated her career to ensuring patients and their families receive compassionate, high-quality care. She believes deeply in protecting patient rights and honoring personal choice at the end of life, empowering families with the knowledge and support they need to make decisions with dignity. Leah holds a special commitment to Veterans, recognizing the sacrifices they have made and the importance of delivering care that respects their service. Beyond her professional role, she volunteers at multiple Veteran community centers, listening, advocating, and working to understand the unique needs of those who have served our country. Guided by empathy, integrity, and a patient-centered focus, Leah strives to make sure every patient and family she serves experiences comfort, respect, and peace throughout their journey.
